A newly released report by Estonian researchers reframes the conversation around AI and government efficiency, arguing that democratic principles aren’t hindrances but powerful drivers of long-term performance. When Estonia processes many citizens’ pension applications, data flows securely across tax, social security, and registry systems; simultaneously, citizens can see via the Data Tracker which state actors accessed their information and when. Over time, these transparency measures appear to have reinforced public confidence—as shown by the fact that in 2023, for the first time, a majority of parliamentary votes were cast online.
A new report, “Government Efficiency in the Age of AI: Toward Resilient and Efficient Digital Democracies,” released this week by researchers from Nortal, the University of Tartu, and Estonia’s Ministry of Digital Affairs, argues these aren’t isolated technical achievements. They represent fundamental design choices that distinguish digital democracies from digital autocracies—and those choices are being made right now in governments worldwide.
The Efficiency Paradox

This counterintuitive claim sits at the heart of the 54-page study, which challenges the assumption that authoritarian systems achieve greater efficiency through centralized control. Instead, the authors propose measuring government efficiency across three interrelated dimensions: operational efficiency, which captures faster processing and reduced costs; state capacity, which reflects the ability to implement policies and deliver services; and public trust, which enables cooperation and reduces transaction costs. According to the report, these must be achieved simultaneously while addressing four persistent constraints: complexity, resilience, sustainability, and digital sovereignty.
The report’s central thesis carries urgent implications: the architectural and policy decisions governments make when building digital systems today will determine whether nations evolve toward responsive democracies or surveillance states tomorrow.
Democracy as a Performance Model
The authors ground their argument in empirical research on government performance across regime types. Their analysis, drawing on studies spanning health care, education, economic growth, innovation, and social welfare, reveals a consistent pattern: while authoritarian systems may excel at isolated functions under specific conditions, democracies consistently outperform when measured across multiple functions simultaneously.

From this evidence, the authors conclude that the question becomes: why? They identify six core democratic principles that, when properly implemented, drive system-level efficiency. The report emphasizes that understanding these principles as design requirements rather than abstract ideals becomes crucial for anyone building digital government infrastructure.
From Principles to Architecture
According to the study, the principle of representation and participation translates directly into technical requirements: ensuring digital accessibility for all users regardless of skills or impairments, and designing algorithms and interfaces to avoid bias and exclusion. Transparency and accountability demand that systems and algorithms be auditable, with public audit trails and open data on automated decisions, plus clear communication about what data government collects and the legal basis for its use.
The authors argue that pluralism, the democratic commitment to competition of ideas and actors, requires preferring open standards over proprietary solutions and favoring ecosystem architectures with interoperable modules over monolithic systems. Subsidiarity and self-organization necessitate a federated system architecture, characterized by decentralization both horizontally across functions and vertically across government levels. Checks and balances necessitate enforcing segregation of duties in IT systems, limiting authorities’ access to data strictly to their defined mission, and implementing oversight mechanisms for algorithms. Finally, a shared civic identity requires allowing autonomous service delivery by different providers while enforcing universal interoperability standards and providing equal access via a common, secure digital identity.
The report emphasizes that each principle shapes technology choices in concrete ways. The question of whether to use open standards or proprietary systems determines whether competition and innovation can flourish. The decision to centralize or federate data shapes power distribution and resilience. As the authors frame it, these are political choices disguised as technical ones.
The First Foundation: Building Trust Through Transparency
The report outlines a three-stage maturity model for digital government evolution, starting with the establishment of secure and trusted foundations. This stage requires governments to develop a base digital infrastructure, including core registries and databases serving as authoritative sources, unique identifiers for persons and organizations, digital identity systems with e-signature capability, secure federated data exchange mechanisms, and personal data wallets for citizen-controlled credentials.
The emphasis on keeping these registries institutionally separate reflects hard-learned lessons about power and mission creep. “Consolidating all vital data under one authority will inevitably lead to mission creep,” the authors warn. Instead, according to the report, different ministries or agencies should manage different registries, with data sharing permitted only when necessary and under clear legal rules.
Estonia’s implementation demonstrates how this works in practice. The country uses one national ID number for nearly all services, maintains separate registries managed by different agencies, and requires legal authorization for data sharing between them. Crucially, basic identifiers like national ID codes are treated as non-secret public information to facilitate verification, while the personal data associated with those IDs remains protected. Simply knowing someone’s ID number cannot compromise their privacy, because accessing actual personal records still requires proper authentication through the secure digital identity system.
The economic impact has been substantial. The success of Estonia’s online voting system, introduced earlier, illustrates this dynamic powerfully. The nation first introduced nationwide internet voting in 2005, leveraging its digital identity infrastructure to authenticate voters and protect ballot integrity. Despite Estonia being a major target of nation-scale cyberattacks since 2007, the robust design of its digital public infrastructure has prevented any compromise of the voting system. Public confidence grew to the point that by 2023, more than half of all parliamentary votes were cast online, exceeding paper ballots for the first time.
Rising Intelligence: When Systems Learn to Connect
Once foundational infrastructure exists, the authors contend, governments can progress to the second stage: developing domain-specific information ecosystems that span entire policy areas. This represents a shift from digitizing isolated processes to creating networks of intelligence across related functions.
Consider how the report describes this transformation of justice systems. When police, prosecutors, courts, prisons, probation services, and victim support organizations can share relevant data seamlessly, cases move faster and outcomes improve. Healthcare networks gain similar advantages by linking hospitals, clinics, pharmacies, laboratories, and health insurers, enabling better patient care through coordination. Public finance systems achieve greater revenue collection and efficiency by connecting tax authorities, customs, statistics offices, and business registries while reducing administrative burden on businesses. Land and urban planning accelerates when cadastre systems, building regulators, and environmental agencies work from shared data. Social services deliver faster support and better outcomes by integrating benefit agencies, employment services, and training providers. Emergency response improves when dispatch centers can coordinate police, fire, ambulance services, and sensor networks in real time. Even security and intelligence operations become more effective when relevant agencies can share information with appropriate safeguards.
According to the study, the maturity of information exchange within these ecosystems evolves through distinct levels. Basic interoperability enables once-only data sharing between registries, eliminating duplicate requests to citizens. As ecosystems mature, stakeholders adopt common semantic standards ensuring data carries explicit meaning across systems—what the report calls true information exchange. At the highest level, ontologies and knowledge graphs enable systems to infer relationships and discover insights, moving beyond information exchange into knowledge exchange.
“Each step up this maturity ladder brings greater efficiency and intelligence to the ecosystem,” the report states. The authors argue that standards serve as a common language, allowing different systems and organizations to exchange data meaningfully rather than just technically.
The practical importance of this progression becomes clear in real implementations. In healthcare, HL7/FHIR standards define common formats and codes for exchanging patient records, lab results, and medications, ensuring all hospitals and clinics interpret data the same way. In finance, the XBRL standard allows businesses and regulators to share financial reports with a common understanding. By using such standards and taxonomies, the need for manual data mapping or guesswork disappears, meaning itself “travels” with the data.
The Service Delivery Dilemma
As data flows mature, the report identifies a critical design choice around how to deliver integrated services across agency boundaries. The traditional approach has been life-event services that bundle multiple agencies’ services into unified journeys. When someone has a child or starts a business, they encounter a single entry point and coordinated process rather than navigating separate bureaucratic silos.
The appeal is obvious: holistic service design, intuitive user experience, and the ability to measure outcomes across agencies rather than within departmental walls. In principle, a citizen entering a life-event portal provides their information once, and the government handles behind-the-scenes coordination across departments.
But the authors note that implementation has proven notoriously difficult. Creating real life-event services requires intense cross-agency governance and cooperation around ownership, funding, harmonized rules, and often new legal bases for data sharing. Many ambitious programs have stalled not due to technology limitations but because of institutional and policy frictions that can take years to resolve.

The agentic service layer—potentially manifesting as a government super-app, a digital assistant, or third-party applications—stitches together necessary steps in real time based on individual citizen contexts and needs.
The outcome for citizens remains the same or better: personalized, proactive, convenient service. But the path there encounters fewer structural bottlenecks. The report argues that agencies focus on owning and excelling at specific capabilities rather than managing every possible end-to-end customer journey. Cross-agency agreements evolve from “Who owns this entire life-event service?” to “Who ensures each underlying capability is delivered reliably and securely?”
The study emphasizes that enabling self-organizing, agent-driven services at scale requires mature digital infrastructure and standards: high-quality authoritative data, common data models and semantic interoperability allowing agents to understand information from multiple sources, well-defined service APIs for core functions, and event-driven architecture allowing systems to react to changes in real time.
The Automation Question: Rules vs. Learning
As government systems grow more sophisticated, the report poses a fundamental question: when should processes run on explicit rules versus adaptive learning? The authors draw a sharp distinction between two automation approaches and provide clear guidance on appropriate use.
Rule-based or deterministic automation applies predefined logic to structured inputs and will, given the same conditions, always produce the same outcome. If rules and data inputs are known and complete, the process becomes entirely predictable. This predictability makes rule-based systems transparent and straightforward to audit because every decision traces to an explicit rule or law.
The report recommends this as the default: “In government—which fundamentally operates based on laws and rules—deterministic automation should remain the first priority wherever possible.” According to the authors, these systems work best for repetitive, standardized tasks grounded in clear criteria: calculating benefit eligibility using established formulas, performing routine financial reconciliations, processing standard permit applications, and integrating records between systems.
AI or machine learning automation involves systems that learn patterns from data—including unstructured or incomplete data like free-text documents, images, or sensor feeds—and make probabilistic inferences or predictions. The report argues this proves valuable when not all decision criteria can be exhaustively specified in advance or when the volume of data to analyze becomes massive.
The study identifies appropriate AI use cases: detecting anomalies or fraud across millions of transactions, analyzing unstructured data by scanning vast numbers of documents, emails, or images for relevant information, providing predictive analytics and decision support, and triaging cases in social services or justice systems to prioritize those needing urgent attention.
The authors contend that both approaches can significantly improve performance, but in different ways. Rule-based deterministic automation streamlines well-defined processes, compressing a task that once took thirty minutes into seconds with a near-zero error rate. Multiplied across thousands of transactions, time and cost savings become enormous, and every decision can be traced back to a clear rule, maintaining transparency.
AI, by contrast, removes analytical bottlenecks. It can review millions of records or continuous data streams far faster than any team of human analysts, surfacing risks or insights that neither rules nor humans might catch in time. According to the report, used well, AI augments human decision-making and enables earlier, better-targeted interventions, whether preventing waste and abuse or delivering services to those who will benefit most.
However, the authors emphasize that efficiency and innovation must not come at the expense of legitimacy and public trust. “If an AI system’s decision process cannot be explained or audited, it should not be deployed at scale in government services without a human in the loop,” the report states.

For all AI deployments, the study mandates strong accountability measures: human oversight for critical decisions, ensuring officials remain responsible for final judgments affecting individuals’ rights or entitlements; clear boundaries delineating where AI may assist or prioritize cases and where only rule-based or human decision-making will apply; operational transparency through documented AI models, data sources, and validation processes; logged actions and recommendations; and meaningful explanations available to both citizens and auditors about how decisions were made.
The Cyberocratic Horizon
The third and final stage in the maturity model envisions governance deeply integrated with real-time data and algorithmic tools—what the authors term “cyberocracy,” drawing on earlier work by Ronfeldt and Varda in 2008. According to the report, this represents governance by information, where the feedback loop between citizen needs, data, and policy accelerates dramatically.
Traditional governance relies on periodic statistics, delayed reports, and infrequent elections to adjust course. The authors argue that cyberocracy implies real-time sensing and reaction to events. When a natural disaster strikes, a fully integrated government can sense the impact through sensors, social media signals, and emergency calls in real time, then coordinate response across agencies instantly and dynamically reallocate resources as data on needs arrives.
The COVID-19 pandemic provided glimpses of this potential. Some countries leveraged near-real-time data on cases, hospital capacity, and mobility to inform policies, adjusting lockdown measures or vaccine distribution on the fly based on evolving evidence. The report suggests that a cyberocratic future would generalize this capability across domains. Whether facing an economic shock, a public health issue, or an environmental threat, governments could respond with unprecedented agility, using data-driven simulations and AI to weigh options quickly. Policies themselves could become more conditional and adaptive—a tax policy might automatically adjust rates for certain sectors if indicators show those sectors are struggling, rather than waiting for next year’s budget law.
However, the authors note that real-time policymaking pushes against the limits of current democratic processes. Democracies are built on deliberation and due process, which take time. The report suggests that as data empowers faster executive action, commensurate strengthening of oversight must follow, potentially through AI tools aiding legislators or requirements that any algorithmic decision rule be transparent and approved by elected officials beforehand.
Another dimension involves direct citizen participation in real time, perhaps through more frequent digital referenda or citizen votes on issues enabled by secure e-voting technology. Switzerland conducts referendums every few months as routine practice; with digital technology, one could theoretically consult citizens much more often, though the authors acknowledge that risks of decision fatigue or populism require careful design.
The study describes an intermediate approach involving liquid democracy or delegated voting, where people can delegate their vote on specific issues to trusted experts and reclaim it at any time. Digital voting platforms building on a secure e-voting infrastructure can enable such flexible representation. In this scenario, the “experts” might even include specifically vetted AI models that represent a citizen’s interests in very specialized policy domains, potentially with greater knowledge than another human could provide.
According to the report, the information sphere for citizens becomes crucial in this context. In a cyberocratic era, highly available, high-quality information and tools to make sense of it will be essential for meaningful participation. AI-powered interfaces might help explain policies to people in personalized ways. A citizen could ask, “How will the proposed city budget affect me?” and an AI assistant drawing on government data could produce a personalized, easy-to-understand answer.
The authors suggest that if a local government considers a new traffic policy, a public online simulator might allow any resident to tweak parameters like closing a street or changing bus frequency and see the projected impact on congestion or emissions. Engaging citizens in data-driven exploration makes public debates more fact-based. The report notes that empirically, when citizens receive unbiased information and tools to understand it, deliberations tend to yield more moderate, consensus-oriented solutions rather than polarized ones.
The Role of AI in Policymaking
As AI models become more prevalent, they will be used to generate policy options, predict outcomes, or make certain administrative decisions automatically. The report poses a provocative question: if an AI system significantly influences policy, how do we ensure it aligns with human values and democratic choice?
The authors argue that if AI inherently involves judgments or biases—as any model trained on human data might—then perhaps citizens or their representatives should “vote” on which AI systems or which parameter settings to use for important decisions. An algorithm used to prioritize infrastructure projects, for example, embodies value judgments in its criteria: should it optimize economic return or help disadvantaged areas? According to the report, those choices should be democratically determined, not left to engineers or opaque algorithms.
The study suggests that governments or markets might present multiple AI-generated recommendations and have a public consultation or an expert citizens’ jury choose among them. Many jurisdictions are moving in this direction. The European Union’s proposed AI Act would classify government AI systems affecting people’s rights as “high-risk,” subjecting them to audits and transparency requirements. The authors emphasize that maintaining human agency remains vital. According to the report, policy co-creation could embrace a wiki government approach: policies posted online in draft form for continuous citizen input, with potentially thousands of contributions analyzed by AI to improve proposals. Before a government finalizes major regulation, it runs an online deliberation where any citizen or stakeholder can contribute. Arguments are mapped and rated, often with AI helping to find common ground or summarize themes, and results inform the final decision.
The authors contend that democratic cyberocracy might also see the emergence of algorithmic jurisprudence, where legal rules are at least partly encoded into automated systems. Tax formulas could be directly implemented so taxes are calculated and adjusted in real time with economic changes—some aspects already are, such as inflation-indexed benefits. However, the report notes that legal interpretation and value trade-offs will still require human judgment and democratic debate.
Politics, Elections, and Freedom
The study addresses the impact on politics and elections themselves. If governance becomes more continuous and based on performance data, political accountability is likely to shift. The availability of high-quality live data on government performance through dashboards for crime rates, school performance, and hospital wait times, plus projected impacts of proposed policies, might influence public opinion and election outcomes. According to the authors, in a best-case scenario, a well-informed electorate could base decisions more on track records and less on rhetoric.
However, the report emphasizes that ensuring quality information is available to all becomes crucial. Without trust in information, the entire model collapses. The authors argue that a democratic cyberocracy will need strong institutions to ensure truthful, evidence-based discourse, potentially including public broadcasters with mandates to explain data clearly, educational curricula emphasizing data literacy, and swift responses to false information online.
Two Paths Diverging

Self-organization becomes possible. Competition drives innovation. Subsidiarity ensures decisions occur at appropriate levels. The result: high system-level efficiency even as—indeed, because of—distributed power and diverse actors.
In systems designed for centralization, the report argues, power concentrates at the top, leading to fewer freedoms and less capacity for adaptation. “If you centralize your architecture and decision-making, you maximize control and dependency, stifling competition and innovation,” the report states. “In an overly centralized model, the CTO effectively becomes the de facto CEO of government.”
The authors contend that the choice to centralize may feel secure at first, delivering quick wins in operational efficiency within isolated domains. But it reduces room for action later and never provides a basis for a self-organizing, resilient ecosystem. Eventually, at the very top, where policy choices and service designs are made, there will be far less freedom or flexibility.
Implications for Technical and Legal Professionals
The report addresses specific implications for information governance, cybersecurity, and eDiscovery professionals, emphasizing that these fields face a fundamental shift: data architectures once viewed as technical choices are now governance decisions. While the report does not name these professional roles explicitly, it clearly articulates responsibilities that fall squarely within each domain. It argues that data architectures—once considered technical implementations—now function as governance structures. API designs, data access rules, logging mechanisms, and system modularity are framed not just as engineering decisions, but as choices that shape transparency, accountability, and democratic resilience. For professionals in these fields, the report signals a shift: safeguarding trust and legitimacy in digital government requires new standards, oversight practices, and an active role in the constitutional implications of infrastructure.

The professionals working in these areas have tremendous responsibility because the technical and policy choices they make will shape how government and society look in the future.
The Path Forward
The report concludes with five interconnected recommendations that translate its analysis into action.
First, the authors recommend embedding democratic principles as design criteria. Treat participation, transparency, competition, subsidiarity, accountability, and inclusion as technical requirements, not aspirations. This means ensuring variety in service delivery channels and using the ones people prefer; mandating transparency of algorithms and decisions; preferring interoperable, competitive solutions over monolithic ones; pushing decision-making authority and data ownership to the local or individual level whenever effective; enforcing checks and balances in data governance and system access; and ensuring every citizen can access digital services through inclusive design and assistive measures.
Second, the study recommends building secure, trusted foundations with democratic safeguards. Invest in high-quality base registries, unique identifiers for people and businesses, secure data exchange infrastructure, and universal digital identity with e-signatures. According to the report, ensure legal and institutional checks and balances in this foundational infrastructure so that no single authority can abuse concentrated data or power. This foundation should emphasize privacy, security, and transparency by design to build public trust from the ground up.
Third, the authors recommend proactively managing complexity, resilience, and sovereignty. Embed organizational goals to simplify processes and legacy systems wherever possible. Use modular architectures and open standards to make systems adaptable and interoperable. The report advises incorporating resilience strategies, including redundancy, decentralization of critical systems, and contingency planning, to ensure services can withstand shocks and cyber threats. Prioritize digital sovereignty for critical systems through open-source or multiple-vendor solutions to avoid lock-in, ensuring critical data and systems remain under national or democratic control.
Fourth, the study recommends delivering citizen-centric, integrated services that are personalized and proactive. Redesign services around life events or user needs, minimizing burden on citizens. Implement the once-only principle so citizens and businesses never have to provide the same information twice. According to the authors, strive for single front-door access to services through one-stop portals or apps, and proactive service delivery, where the government initiates or pre-fills services when data indicates a need. Ensure that integration of services across agencies doesn’t erode accountability by maintaining clear ownership of data and functions. Fifth, the report recommends applying automation and AI responsibly with humans in the loop. Use rule-based automation as the default for well-defined processes, improving speed, consistency, and transparency in service delivery. Deploy AI or machine learning tools only where they add clear value through capabilities like detecting patterns in large datasets or providing predictive insights that cannot be achieved with simpler and more transparent means. For all AI deployments, the authors emphasize the implementation of the strong accountability measures discussed earlier, including human oversight for critical decisions, explainability requirements, audit logs, and regular bias evaluations. Treat AI as an assistant to human officials and citizens, not a replacement, maintaining the primacy of human judgment, especially in decisions affecting rights or entitlements.

“By following these recommendations, governments can modernize and become more efficient without compromising the fundamental values of democracy,” the report concludes. “In fact, as we have argued, those democratic principles are themselves drivers of long-term efficiency and performance. A digital government built on these foundations will not only achieve better outcomes—it will also strengthen the democratic fabric, ensuring that efficiency gains endure and benefit government and society as a whole.”
The authors argue that the difference between a digital democracy and a digital dictatorship will hinge on the presence of safeguards, transparency, and empowerment. In a democracy, cyberocracy must empower citizens—giving them more information and voice—rather than merely surveilling or nudging them without consent. According to the report, it must also preserve human dignity and agency, ensuring that behind all the data, individuals are treated fairly and that decisions can be appealed or corrected. The technologies involved are value-neutral; implementation determines the outcome.
The study argues that cyberocratic governance holds great promise for democracies if implemented effectively. It could mean governments that respond to citizen needs promptly, policies that continually improve based on evidence, and citizens who are thoroughly informed and actively engaged in the governing process. According to the authors, cyberocracy can be more efficient at monitoring and managing complexity than bureaucracy and technocracy have been.
However, the report also warns that it comes with serious risks that must be managed, including surveillance creep, loss of privacy, algorithmic bias, erosion of deliberative processes, and the potential for authoritarian abuse of these technologies. The social fabric and cultural meaning that hold societies together could be lost if these systems are poorly designed and implemented.

According to the report, achieving this will require continuous vigilance and the establishment of new institutions, including data ethics councils, algorithm auditors, and participatory platforms, as well as possibly new rights such as data ownership rights and the right to explanation for AI decisions. But if done well, the authors contend, cyberocracy could revitalize democracy for the twenty-first century.
The report frames current digital government decisions as having long-term, often irreversible consequences. “The choices made at the foundational layers determine the freedoms and efficiencies at the top,” the authors write, adding a sobering caveat: “Unfortunately, we will only fully know the consequences in hindsight.”
